The only constant in life is change. But change—and even progress—doesn’t always come easily. That holds true in many of the rural communities where wind farms are proposed and developed. Projects must overcome challenges, and so too must the elected officials who permit them. But ultimately, most host communities enthusiastically embrace wind farms and welcome a slice of the $1 billion pie that wind facilities pay each year to landowners and state and local governments.
